ASK THE EXPERTS: Legal and Ethical Considerations, Plus the Latest from the IRS

This seminar will be an invaluable opportunity for appraisers to hear from and ask an IRS expert about how to navigate the latest changes at the IRS. Along with legal and ethical issues, the presenter will address the current state of the sections of the Internal Revenue Code and Treasury Regulations that impact the appraiser. Topics for discussion include but are not limited to charitable contribution, estate tax, gift tax, bankruptcy, IRS Art Advisory Panel, Pension Protection Act of 2006, and the definitions of a “qualified appraiser” and “qualified appraisal.”

Patricia Dillon is a specialist in American furniture and Contemporary American painting.  She works with high net worth individuals, major corporations, museums, and historical sites in the purchase, sale, and appraisal of fine and decorative arts.  Previously, she was a litigator who tried dozens of cases to verdict including matters that involved authenticity and value in fine and decorative arts.  She graduated from Boston College, the London School of Economics and Political Science, and New York Law School.  Additionally, she has a certificate in Appraisal Studies in Fine and Decorative Arts from New York University and a certificate from the Winterthur Furniture Studies Program.
