When it comes to appraisal review assignments, both new and experienced appraisers commonly ask, "what is expected when preparing an appraisal review and what should I be looking for when reviewing an appraisal?". 

The first part of the session will introduce USPAP Standards 3 and 4, followed by a demonstration of how to apply the Standards. Sample appraisal reports will be provided for discussion and review. The second part of the session will feature an IRS appraiser reviewing the same reports and discussing what the IRS is looking for when they review an appraisal.

Cynthia D. Herbert, AAA, President and Principal Appraiser of Appretium, is a Certified Member of the Appraisers Association and is the President of the Board of Directors. Cynthia D. Herbert is qualified to appraise fine and decorative art, antiques, and general household contents/personal property. Her extensive gallery and auction experience, as well as her extended studies, define her as a skilled generalist with broad expertise. Ms. Herbert is a Board-Certified Instructor of Uniform Standards of Professional Appraisal Practice, an Adjunct Instructor at New York University's School of Professional Studies, and a current member of The Appraisal Foundation's Personal Property Issues Panel.

 

Kelly Grimm Knowlton brings nearly two decades of experience to the IRS's Art Appraisal Services. An auctioneer and valuation consultant, she has worked closely with clients ranging from private collectors, appraisal firms, academic institutions and the Federal Bankruptcy Court. Kelly completed her undergraduate degree at Miami University, her M.A. at Cleveland State University, and a post-graduate certification program in 18th-20th century decorative arts at Sotheby’s Institute, London. She has completed the core courses in appraisal studies through the American Society of Appraisers, and is current with U.S.P.A.P.

 

Jennifer Garland Ross, AAA is the Managing Director and European Furniture Specialist for Art Peritus, LLC. 
Prior to opening Art Peritus, Jennifer began her arts career in 1997 after leaving a successful position as the chief administrative officer for a multi-million dollar consulting firm. She moved to London, England where she earned a post Graduate Diploma in 17th & 18th Century Decorative Arts, and a Master’s Degree in Fine and Decorative Arts from Sotheby’s Institute, and the University of Manchester. Upon returning to New York, Jennifer was hired as a specialist in the European Furniture and Decorative Arts Department at Christie’s where she remained until December of 2002 when she left to start her own business. Jennifer is on the furniture vetting committees for TEFAF NY and the Winter Antiques Show and is a Certified Member, Lecture Committee Chair and former Board Member of the Appraisers Association of America.
